It is quite clear that the form of agreement wants amending, whatever the decision as to future Police pensions: it receives no consideration from the Legislative Council or the Governor; it does not contain any provision for a stoppage of pension, in the event of re-employment in another Department after ten years' service in the Police, nor as to a maximum pension of £2... if anything is to be said at all in an agreement about rights & pension, which I always deprecate, it should certainly be subject to existing rules re: of the Colonial Government
